The Hybrid Bill and Petitioning

As you might be aware, High Speed 2 will be enacted by means of a Hybrid Bill. 

The Bill passed its final stage in the House of Commons on Wednesday 23 March 2016 and went to the House of Lords on the same day.

As part of the Hybrid Bill process, those “specially and directly affected” by High Speed 2 will be given the opportunity to Petition a Select Committee of Peers in the House of Lords.

The Private Bill Office in the House of Lords is able to give impartial and authoritative advice on matters pertaining to the Hybrid Bill process and Petitioning.  Enquires can be made by email to hlprivatebills@parliament.uk
